The Meghalaya State Pollution Control Board (MSPCB), Forests & Environment Department, Government of Meghalaya, has issued a Circular in August 2026 directing operators of diesel generator (DG) sets within Meghalaya to take measures for controlling particulate matter emissions. The direction is based on the National Green Tribunal’s order dated August 6, 2019 in OA No. 681/2018, the National Clean Air Programme (NCAP), and CPCB procedures for certification of Retrofit Emission Control Devices (RECD).
For in-use DG sets up to 800 KW, where the DG set is more than five years old from the date of manufacture and within its useful life, operators are required to adopt one of the specified measures: install a CPCB-certified RECD having at least 70% particulate-matter capture efficiency, shift to gas-based generation, shift to gensets meeting the emission norms under G.S.R. 804(E) dated November 3, 2022, or, for DG sets above 800 KW, adopt suitable Air Pollution Control Devices subject to the applicable emission standards. DG sets of 1000 KVA and above are additionally brought under the Consent Regime under the Air Act.
The circular covers DG sets used by industries, establishments, projects, buildings, utilities, airports, railway stations and other operators and requires compliance with the specified emission-control measures. Failure to comply may result in action under the Air (Prevention and Control of Pollution) Act, 1981 and Environment (Protection) Act, 1986, including levy of environmental compensation.
